I can understand a kid having a gun, but letting one have unfettered access to it is a horrible idea. You have to keep it locked up and only allow supervised use.

I had a BB gun as a kid, but was only allowed to use it with my parents around until I was a bit older. Like you, I can see a kid (NOT 5 years old) having a 22, as long as it's locked up, and only used when the parents are around. Lots of my friends used to hunt squirrels and shit with their dads and they used 22s. It's more about parenting, than anything else here...

This tragedy is solely the fault of the parents. I would certainly argue that 5 years old is way too early for a real gun, or even a BB gun, but that's only the beginning of horrible choices and negligent parenting on display. Even a kid twice that age needs to be supervised and should have gun safety DRILLED into his little skull, such that rounds are never left in the gun and it is never, ever pointed at a person. That the mother was paying no mind to her 5 year old son "playing" with a rifle and then left him completely unsupervised for any length of time is disgusting.

A .22 built for smaller hands is not that big a deal. I am from rural KY and I shot from a fairly early age as did most of my friends. Not fucking 5 years old, but certainly like 9-10. Other than air rifles, lite weight .22's are the most common gun for a kid to learn on and they have long been made in smaller sizes for that very reason. This company's website has been taken down, so I can't go and see how they actually marketed the rifle, but I fail to see how they are to blame. Putting the focus on that company takes it off of where it should be - the criminally negligent parents. All the news articles I see out there are focusing on the gun manufacturer. That is pretty fucked up. The question is not why did someone make a small version of the .22, but why the hell would a parent allow their 5 year old to "play" with ANY kind of firearm or dangerous object, much less leave them alone with it for any amount of time. "We didn't know it was loaded..." FUCK YOU. Seriously. I can only imagine what other facets of life in that household were like...
