Historically, yes, but we seem to have moved into a wild West, anything goes format
Late submissions, posting entire collections, not passing signal, etc.

At least we don’t require people to have posted clips to be eligible.
In all seriousness guys, moderating this has been lax for me and I’m sorry. 99% of my free time is devoted to a 5 month old right now.
